CITY COUNCIL

FEBRUARY 6, 2017

7:00 P.M.

 

The Council of the City of Augusta, Kansas met in regular session on February 6, 2017, with Mayor Matt Childers presiding. Council present were Cale Magruder, Jason Lowery, Paul Belt, Jamie Crum, Tom Leffler, Justin Londagin and Ron Reavis. Councilman Mike Rawlings was absent. Also present: City Manager Josh Shaw, City Attorney Austin Parker, Assistant City Manager Cody Sims and City Clerk Erica Jones. Visitors present were: Belinda Larsen, John Black, Sarah Hoefgen, Bill Morris, Connie Thurman, Jill Keazer, Matt Malone, Mike Timberlake, Tony Madrigal, Mark McCollom, Chief Tyler Brewer, Linda Brewer, Major Ray Marbut, Detective Robert Sage, Sergeant Chad McCluskey, Sergeant Derek Highbarger, Safety Officer Troy Brown, Safety Officer Loren Huggans, Safety Officer Kowaleski, Fred Lassmann, Nollie Byrd, Paige Byrd, Steve French, Linda French, and Pat Terick.

 

Pledge of Allegiance

 

Prayer: Pastor Steve Spencer, First United Methodist Church, gave the invocation.

 

Minutes: Crum made a motion to approve the minutes from the January 16, 2017 Council meeting. Belt seconded the motion. Motion carried without opposition.

           

Ordinances: Leffler made a motion to approve Ordinance #12C in the amount of $122,260.48, Ordinance #12D in the amount of $11,777.40, Ordinance #1 in the amount of $241,374.68, and Ordinance #1A in the amount of $241,374.68. Lowery seconded the motion. Motion carried without opposition.

 

Visitors:

Chief Tyler Brewer recognized and honored Sergeant Chad McCluskey with the “Life Saving Award” for his efforts in saving a human life.

 

Fred Lassmann was present to make a donation of his photograph “To Oz” for display in the Frisco Depot.

 

Mike Timberlake, representing Augusta Little League Baseball (ALLB), was present to request permission to use Garvin Park ball diamonds for this summer’s practices and games. Belt made a motion to approve the request from ALLB to use Garvin Park ball diamonds for this summer’s practices and games. Lowery seconded the motion. Motion carried without opposition.

 

Bill Ohman, representing Augusta Country Club Board of Directors, was present to request a partnership with the City of Augusta to assist with the clean-up of brush and storm debris accumulated at the golf course. Lowery made a motion to approve a partnership with the Augusta Country Club to assist with the clean-up of brush and storm debris accumulated at the golf course and waiving any potential costs. Belt seconded the motion. Motion carried without opposition.

 

Business:

Joint Resolution No. 2017-01 Calling for a Public Vote on Creating a Joint Recreation Commission with USD No. 402: Tony Madrigal spoke on behalf of the committee. Reavis made a motion to approve Joint Resolution No. 2017-01 and authorize staff to forward to the USD No. 402 Board of Education for their consideration on February 13, 2017 in order to submit to the qualified electors of the Augusta, Kansas Unified School District No. 402 the proposition of creating a joint recreation system and levying one mill to support the joint recreation system in a special election to be held on April 11, 2017. Leffler seconded the motion. Motion carried without opposition.

 

Ordinance No. 2112 Exempting the Augusta Frisco Depot and its Facilities from the Statutory Prohibitions on Alcoholic Liquor; Amended Frisco Train Depot Reservation Form: Reavis made a motion to table this agenda item. Belt seconded the motion. Motion carried with Magruder voting in opposition.

 

Schedule a Joint Work Session with Parks Advisory Board for Monday, February 13, 2017: Lowery made a motion to schedule a joint work session with the Parks Advisory Board on Monday, February 13, 2017 at 6:00 p.m. at Augusta City Hall. Belt seconded the motion. Motion carried without opposition.

 

Matters From/For Council and Informational Memorandum:

Magruder: Magruder inquired about the Council’s support of increased enforcement of large truck traffic on Ohio Street and utilization of traffic cameras and fines. The consensus of the governing body was for staff to look into this and present something back in a couple months.

 

            Magruder inquired about security surveillance of public assets and buildings. The consensus of the governing body was to explore this for the 2018 Budget. Magruder will obtain some ballpark figures to present during the budget work sessions.

 

Londagin: Londagin made a motion to schedule a work session for Monday, March 13, 2017 to discuss options for sidewalk improvements in the City of Augusta. Crum seconded the motion. Motion carried without opposition.

 

Reminder that the second Street Sales Tax Public Hearing is scheduled for 6:30 p.m. on Thursday, February 9th at Augusta City Hall.

 

Reminder that the second Council Meeting in February will be held on Tuesday, February 21st because of the President’s Day holiday.

 

Childers: Childers announced that Josh Shaw was awarded the Community Leader of the year award by the Augusta Chamber of Commerce. He thanked Shaw for all he does to make Augusta a wonderful place to live. Childers announced that the City of El Dorado has hired David Dillner as their new city Manager.

 

Executive Session:

At 8:28 p.m. Lowery made a motion to go into executive session for 90 minutes under the attorney-client exception to the Kansas Open Meetings Act to discuss matters deemed privileged under the attorney client relationship. Lowery asked that City Manager Josh Shaw, Assistant City Manager Cody Sims and City Attorney Austin Parker join the Council in the executive session. The governing body will reconvene in the Council Chambers at 9:58 p.m. Crum seconded the motion. Motion carried without opposition.

 

At 9:58 p.m. Lowery made a motion to exit executive session with no action being taken. Londagin seconded the motion. Motion carried without opposition.

 

Adjourn: At 9:59 p.m. Londagin made a motion to adjourn. Lowery seconded the motion. Motion carried without opposition.
