Sealed Bids for the construction of the Wastewater System SCADA System will be received by the City of Augusta, at the office of the City Clerk until 2:00 p.m. local time on August 1, 2018, at which time the Bids received will be publicly opened and read.


The Project consists of construction of SCADA related improvements to the Augusta Wastewater System, which include the wastewater treatment plant and eight lift stations. The Owner is in general providing SCADA programming, computers, computer monitors, VFDs, motor starters, certain electrical panels and certain instruments that include magnetic flow meters, pressure transmitters, flow switch, oxygen analyzers, ultra sonic level measurement devices, floats and other miscellaneous devices. The Work under this contract includes installation of the Owner provided electrical equipment and instruments. The electrical equipment and the instruments that the City of Augusta has direct purchased are indicated on the Electrical Equipment Index Drawings and the Instrument Index Drawings and as specified in Section 16010. The Work also includes field wiring between new and existing devices to new and existing panels. The Work also includes replacing the hand wheel actuator on the existing manual telescoping valve on the decant pipe of the sludge day tank with a motorized actuator.

The Issuing Office for the Bidding Documents is: Aqua Tech Engineering Consultants, Chartered located at 518 State Street, Augusta, Kansas 67010. Phone number 316-775-0100; Fax number 316-775-0106. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Thursday between the hours of 8:00 a.m. and 4:00 p.m., Friday between the hours of 8:00 a.m. and 11:00 a.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Electronic copies of the Bidding Documents may be obtained from the Issuing Office upon payment of a non-refundable cost of $75.00. Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a non-refundable cost of $300.00 for each set. Checks for Bidding Documents shall be payable to Aqua Tech Engineering Consultants, Chartered. Upon request and receipt of the document fee indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via Bidder stipulated delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A pre-bid conference will be held at 1:00 p.m. local time on July 11, 2018 at the wastewater treatment plant located at 11007 SW Highway 77, Augusta, Kansas 67010. A tour of the applicable portions of the wastewater treatment plant will be made as well as visits to each of the lift stations. The ending time of this pre-bid conference could extend beyond 5:00 p.m. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

Bid Security shall be furnished in accordance with the Instructions to Bidders.

The successful Bidder shall be fully qualified to perform the Work and shall demonstrate this by submitting information on projects of similar nature. The Owner and the Engineer shall jointly determine from the information submitted, along with any additional information requested, whether any bidder is qualified.

All bids shall be on a combination of unit price and lump sum basis and shall be submitted on forms which may be obtained from the Engineer (Aqua Tech Engineering Consultants, Chtd.).

No bidder may withdraw his bid for at least sixty (60) days after the scheduled closing time for the receipt of bids. The City of Augusta, Kansas reserves the right to reject any or all bids and to waive informalities.
