REQUEST FOR PROPOSAL
The City of Augusta, Kansas is soliciting Requests for Proposals from qualified grounds maintenance contractors to provide property maintenance services for the City of Augusta during the upcoming growing season (April 1 – October 31, 2018). The contractor will be tasked with completing forced maintenance of private property for the City of Augusta after the Code Enforcement Officer has made reasonable effort to achieve abatement of the tall grass and weed nuisances with the property owner.
The contractor will be required to provide all necessary tools, equipment and manpower to complete a number of property maintenance related tasks during the forced maintenance of private property that will improve the aesthetics of the community, including, but not limited to:
- Mow lawns in order to eliminate tall grass/weed nuisances;
- Edge and trim along curb-backs, sidewalks, walkways, driveways, flower gardens/landscape areas, foundations, porches/patios, retaining walls and other property features where a lawn mower cannot provide a uniform cut;
- Bag/collect all loose grass clippings, including clippings deposited in the street and/or on sidewalks, driveway, or walkways;
- Remove debris from the site, including, but not limited to: limbs/branches, leaves, brush and trash;
In 2014, the Augusta City Council adopted the 2014 – 2018 Strategic Plan, which places a strong emphasis on improving the aesthetics of the community. The Community Development Department- Inspection Division identifies properties that are in violation of the adopted property maintenance code and, after making a reasonable attempt to abate the nuisance with the property owner, the properties are turned over to the grounds maintenance contractor for abatement. The City of Augusta is committed to local government excellence by introducing operational efficiencies that will have a positive impact on the community. The selected contractor will work closely with the Community Development Department – Inspection Division (Code Enforcement Officer), who administers the tall grass and weed abatement process for the City of Augusta. As Abatement Orders become available, the Code Enforcement Officer will notify the contractor of properties that need to be force mowed. After abatement, the company will invoice the City (on a separate invoice for each property), which the contractor will be paid directly by the City of Augusta.
All proposals will be reviewed and recommendation will be made to the City Council for final approval. To be considered, all requested information must be included with the submittal, including any applicable references and experience with other communities. Interested grounds maintenance contractors shall submit the attached Proposal Sheet to Travis Combes, Environmental Inspector, at the address listed below. The selected company shall be able to produce and maintain minimum liability insurance of $1,000,000 with the City of Augusta named as Additional Insured. Proposals are due back to Augusta City Hall at the address shown below on or before 5:00pm on Friday, March 9, 2018.
